For makers and small sellers, do you prefer keeping plenty of materials on hand or ordering supplies as orders arrive? What has worked best for you?

A little inventory of proven blanks and consumables saves you when a supplier runs out mid-season. Buy materials as needed, but stock the things you literally cannot ship without.
